It publishes free, plain-English guides for people who owe the IRS or are waiting on a refund: what happens if you cannot pay, how payment plans work, what refund loans cost and which deadlines matter.
Anyone paid to prepare a federal return must have a Preparer Tax Identification Number (PTIN) and sign the return. CPAs, enrolled agents and tax attorneys can represent taxpayers before the IRS; you can check credentials in the IRS Directory of Federal Tax Return Preparers with Credentials and Select Qualifications. Taxpayers with low or moderate income may qualify for free preparation through the IRS VITA and TCE volunteer programs, and anyone who owes more than they can pay can apply for an IRS payment plan directly at irs.gov.
